Set Mythweb Timezone during installation

Description

When you select the timezone during the configuration of LinHES could this information be set in the php.ini file. Ohterwise Mythweb could be out by up to an hour.

E.g.
[Date] ; Defines the default timezone used by the date functions
date.timezone = America/Phoenix
