Mythwelcome dos not run mythwelcome-config.py on Install

Description
When preforming a install of R8-02-11-2013 and the Mythwelcome option is ticked in the setup screens the mythwelcome-config.py script fails to run and populate the "MythShutdown / MythWelcome Settings Page" and "Shutdown / Wakeup Options" with the correct settings. If you run mythwelcome-config.py in a xterm window the script populates the required settings correctly. Mythwelcome functions ok if you use the "enter standby mode" to shut down the system. I have a spare drive and can run testing if needed.

This was a clean install on a hard drive with no partitions. No data was transferred from previous LinHES versions.

mythwelcome-config.py is now run during the first configure step.
This only affects new installs, running systems will still need to run mythwelcome-config.py once to populate the correct values.
